since it's able to turbo up I doubt its a heating issue so i would make sure there isn't any malware or anything else that is harmful on the laptop. it very well could be just the laptop its self but it still should not be at 100% all the time could just take a shot and install a fresh copy of windows and see if that helps

Honestly, sounds silly but a clean install of windows. You could be having a software issue that is causing the CPU to max out. Highly unlikely but couldn't hurt to test.

Windows 10 stock drivers are by far the best and will get you around just fine. If not, plug a mouse in, browse to your manufactures page and download the touch screen drivers. I've not had many drivers that Windows 10 hasn't picked up. Always best though to download proper manufacture drivers after though!

I wiped my old touch screen laptop, but never reinstalled. Based off of what Adam said most of the drivers should be available so a reinstall should be fine.

Try going into Services and disabling "Superfetch". You can also try adding MsMpEng.exe into the Exclusion list of Windows Defender (this is located in Program Files). Let me know if you need more in depth instructions.
