It's been several years since I've accessed this computer so it's not quite up to date but when I tried to start it up I get an error message

What version of Windows is that?
As the message says you can use installation media to recover/fix the OS. |

If you see a blue screen error, but Windows 7 restarts immediately and you can't read the error text, follow these instructions to disable the Automatically restart option:
Right-click on My Computer Go to Properties Go to the Advanced tab At the Startup and Recovery section, click the Settings button At the System failure section, make sure the "Automatically restart" option is unchecked Click OK |

Youll need a usb or cd to fix that.
Reinstall windows is youre only option, as the file its looking for is not found |
