Okay, as the title says, whenever I go to open any applications on my pc or, while using web browser, my CPU load will jump to 100% or very near 100%. I hardly have any programs on my PC and have updated all the drivers but I am still having this issue. Below is what I can tell you what my computer has as components:

Intel i5-4690k 3.50GHz cpu
Asus R9 390 8GB GPU
16GB ram
ASRock Z97 Pro4 mobo
Windows 10 pro
ASUS strix sound card
Wired ethernet
128gb ssd
1tb hdd

Another issue I am having is that when I go to wake my PC up from sleep, I usually have to do a hard reset to get my monitor to display anything. The PC turns on and appears to be working but does not display anything. Does anyone have any suggestions as to what the problem may be? I need my computer working for school and it keeps bogging down.

Any suggestions would be greatly appreciated!

Could be any number of things. Here's what I'd be looking at -

Does this affect performance in any way? If gaming, are you losing/ getting fewer frames than you normally would?

Is this causing temperature issues? Does it sustain at 100% for a long time

Have you used other programs other than task manager to double check that your CPU is pinned at 100% usage

Can you see in task manager what's causing the usage?

Your monitor issues sound like driver issues. I'd uninstall them completely and re-install. Failing that, you can always go into Windows settings and turn off the functionality of automatically turning off the monitor after a set period of time.
