I believe I paid around £300 at the time so I would look for something with similar specs in the £200-£300 price range.

As for a PC, I don't know of any low-end workstations since I mainly focus on components that are aimed towards gamers etc. I would not spend any more than a few hundred though if all you want to do is surf the web and make websites since most newer systems can handle that with ease. You could even go for a Chromebook if you wanted since they are designed for surfing the web at an affordable price.
