I want to upgrade video graphic only. I want to buy new custom computer but my budget is tight , so I want to upgrade video graphic only for maya, game engine software(unreal engine), after effects and premiere pro (for faster performance and rendering). I am thinking to buy 2070 super or 2080 ti. But should I upgrade i7 , too? And should I buy new mother board ??

Here is my custom built spec

Intel Core i7-4790K "Devil's Canyon" 4.4GHz Quad Core CPU
Arctic Freezer 7 Pro Rev2 Silent CPU Cooler.
ASUS Z97 LGA 1150 ATX Intel Motherboard w/ USB 3.0, M.2, SATA Express
Integrated Gigabit Ethernet, HD Audio
Nvidia GTX 770 2GB GDDR5 Video Card (Certified for Adobe Premiere Pro CC 2014 and Adobe After Effects CC 2014)
32GB (4x8GB) DDR3-1600 Dual Channel Memory.
Drive 1: 512GB SATA3 SSD (for OS, programs, working projects)
Drive 2: 1TB SATA3 Hard Drive (for storage of finished projects and other large files)
24X DVD-RW
Internal 802.11n Wi-Fi Adapter
Corsair 200R ATX Mid Tower w/ USB 3.0
Professional Cable Management Included.
650W 80+ Certified Active PFC Continuous Power Supply.

In Adobe programs, the GPU doesn't matter quite as much. Just having CUDA acceleration at all will be beneficial, but the likes of an RTX 2060 isn't going to perform much worse than an RTX 2080, or even 2080Ti in AE/Premiere, for the most part at least. It will depend on your use case though since I'm sure there are plenty of plugins that benefit more or less from GPU acceleration.

Maya is pretty similar AFAIK, just having CUDA acceleration is the biggest benefit, but higher-end GPU's don't scale anywhere near as much as they would in games. Again though, depends on your use case. Higher resolutions will see a more noticeable increase in performance when using higher-end GPUs.

For UE, I hate to sound like a broken record, but again it depends entirely on your use case. Higher resolution, more AA, stuff like that will benefit from the GPU. Whereas AI, physics, etc will be CPU heavy. Compiling and developing in UE will be CPU heavy, whereas gameplay testing will be on the GPU.

So, basically, you should know from your use case how much GPU acceleration can benefit you. Use that experience/knowledge to decide how much you want to spend on a GPU, and just make sure to not overspend on something that won't benefit you.

There's no reason to waste the money on an RTX 2080Ti IMO, but yes a GPU upgrade will likely be beneficial considering how old the GTX 770 now is. An RTX 2060 would be fine, but if you can afford it, then an RTX 2060 Super or RTX 2070 is probably ideal. If you want to spend a little extra, a 2070 Super will also do well but I doubt I would go any higher-end than a 2070 Super tbh. Like I said though, you'll know better than me how important GPU acceleration is going to be in your situation.

As for your CPU upgrade, that's iffy. Definitely don't upgrade to another Intel CPU. IF you're upgrading CPU at all, go with Ryzen, but if you upgrade CPU that means mobo+RAM needs upgrading as well. It wouldn't make any sense to get less than 32GB RAM if you do a CPU upgrade, so if you can't afford a reasonable CPU/Mobo/RAM upgrade, just stick your 4790k(obviously).

Oh, and you'll probably want to invest in an NVMe SSD at some point for your workload IMO.

This is incredibly concerning since there is no make or model listed. It also looks like this is a pre-built system, which makes the lack of information on PSU even more concerning to me. This PSU should probably be replaced before you even think about a GPU upgrade IMHO, especially considering the age of the system at this point.

It sounds like your PC is build for productivity. I would recommend switching to AMD Ryzen CPUs as the higher core counts will help your render speeds. Also I would ditch the 1TB HDD and swap it for another SSD. You will also see more benefits there.
