a family member says cpu liquid cooling was good 4-5 years ago & now its subpar for the amount of money you spend. He said the cpu cooler I have is better. Its a pretty big CPU cooler....

I wouldn't spend that much money on the case personally and I definitely think you could get a better monitor for the price as Alienware you mostly pay for the logo/branding.

That case is over-priced trash.
I doubt you're really going to spend $500+ on fans, because you absolutely should not do that.
Is there a reason you want the Corsair K83 keyboard specifically?
GPU and monitor prices aren't listed, so we're not really sure of your budget here, but I'd still be making some changes definitely.

Not necessarily "better". That depends on a lot of things.
Though, yes, a good air cooler will just about match the performance of an AIO CLC.

Both air coolers and AIO CLC's have their pro's and con's during installation. Air coolers are going to last longer since AIO's have more points of failure. An AIO will eventually need to be replaced since the liquid gunks up, and the pump will eventually die. An air cooler might need a fan replaced now and again, at most, but a big chunk of metal can't really go wrong.

Be Quiet! Dark Rock Pro 4 is a great cooler, and would indeed be fine.
