is there away to modify your saves to your like you used to be able to do with modio

There used to be a program called Vantage, unfortunately that mod tool has been gone for some time now. That was the only way to mod, unless you mod a Xbox 360 game on the 360 and upload through the Cloud and play on Xbox One.

Yes on some games for example
You can do Forza Horizon 4 and State of decay 2 and some other "Xbox Play Anywhere" games but you need to have the game on a PC in order to do it and transfer to your Xbox one.

But there is games like borderlands 2 and terraria which you can mod on Xbox 360 and Transfer it to your Xbox one.
