This is my current Speccy list can you suggest what you would do to make it any better ?

Scrap nearly all of it apart from the 290 / 290x if you're staying on 1080p and the storage.

I'd defo start looking at a new CPU, Motherboard and RAM but with nothing to go by on what you want out of a PC, it's hard to suggest anything.

The 290 / 290X is one of the hottest cards out there. I remember trying to make a cup of tea ontop of mine so don't be afraid when it hits 80/90*c. CPU should be fine where it's at in terms of temps. Keep an eye if it goes over 70/80 though

so i only really play League Of Legends but do have other games i play when i get bored like GTA etc.
i haven't really ever had a problem with it but recently i am noticing that i am getting FPS drop which i thought was due to my setting being ultra high so i changed it and still experience this,

i would like to keep any upgrade suggestions to a budget so i can get them all slowly without going broke in this current pandemic

I mean, there's no easy way for you to upgrade without spending at least a few hundred on it. In order to upgrade the CPU, you will need a new motherboard and RAM. The GPU is solid for the titles you want to play but if you did want to upgrade, you'd be looking at sort of 2060 super territory since the 290 is still a good performer.

My advice would be to save up till you have a decent amount then go for a CPU upgrade.
