To use:
- inject this file into your existing Mass Effect 3 Gamesave.
- start ME3 and LOAD the save.
- you will be staring at the galaxy map, go into map and go to the attack on Cerberus mission.
- the Liara/Shepherd scene will start after you select the mission.

Important:
This is NOT a complete gamesave, you MUST inject it into your OWN gamesave, then LOAD the save in-game.

Note:
I used the "From Ashes" DLC with this gamesave, so you may need that to use it.
