This mod adds 2 chest rigs which increase carrying weight by 15 available in 5.56 (for m4,m16,ak74,etc) and 7.62 (for ak47,m14,g3,etc) it will fit over most male light armor and clothing it might fit on women's as well i haven't tested it with them and they probably clip through their boobs. You can find them in the back of the blue pick-up truck infront of Doc Mitchell's house.
