Go up the stairs to reach the platform on the left side of the room
(at the bottom of the screen from this perspective) and you'll find
Oscar next to a decontamination airlock.

Talk to Oscar and he'll volunteer to go outside and open the grates

Go back inside the decontamination chamber and press the red button three times
(Where Kate is standing - If you played the original Syberia then you'll get the reference)
Kate will turn the tables on Oscar and keep him out until he finishes his task
