Notice:

Units Cheat may effect Ai so when you want to use it pause the game then get all the units you want then deactivate the cheat and continue, To get the cheat effect order 1 unit.

Requisition Ai 0 will set your points to 0 as well at the start of the game if you use it before the map loads, You would have to wait to gain some Requisition points to get the effect of Requisition Points.
