There are many cityes on the continents (1 continent belongs to 1 country). And yet do not have their own fleet. Cities have 1-2 population.
Sea battles are obtained, for it is very dangerous to enter the island.
Difficulty is the king 5. Only one victory is available - military. The city-states have almost no territory of their own.

This requires a few mods: Ukraine civ (which I found in the pack YnAMP Basic Modern Civilizations; Production Queue (standalone mod); and Gigantic map. I'm having trouble finding the gigantic map. The mod "Larger Map Sizes" has a map called gigantic, but that doesn't work for this Sea Battles save game. I've also installed Yet (not) Another Map Pack, no luck.
