The Raccoon Police Department Select Police Force (RPD), also known as the Raccoon S.W.A.T., was a special armed police squad formed in mid-1998 to replace the loss of the recently disbanded Special Tactics And Rescue Service (S.T.A.R.S.) division following the events of the Mansion Incident. It was created to serve as the RPD's equivalent of a S.W.A.T. division.
