Its only once per device. So if he pre ordered the note 9 and used the fortnite promotion for his account, only that one time code/registration would work. He had to do the fortnite bundle as well.

At least thats how Samsung put it. They thought about people trying to sell or sign in multiple times. The only way to get this skin is buy the note 9 or tab s4 or buy epic accounts with people who had the note 9 or s4. You can ask someone you know who only cares about the phone to choose the fortnite promotion but its all just a 1 time use.
