He manipulates every single character in the story into acting exactly how he wants them to and pulls it off, which wouldn't really be all that impressive, The Joker does that all of the time, so does Lex Luthor, etc. but the difference here is that one of the characters that Adrian manipulates is practically a God who can see his own future and Adrian still deceives him and then lets him find out about it.

When everyone else in the story, who thought he was their ally, finds out what he is planning, they confront him. He explains his plan to them in detail and the reasoning behind it, to which one character says, "We can't let you do that."

Adrian simply replies, "Do that? I'm not a comic book villain, do you really think that I would explain my master stroke to you if there was even the slightest chance you could effect the outcome? I triggered it 35 minutes ago."

And he wins. The whole story ends with him winning, there's no next edition where they reverse what he did, because they don't really need to reverse it, and they can't.
His plan worked and he outsmarted one of the most powerful and intelligent characters in comic books, Dr Manhattan.
