Are you able to clear the plugins? So you have none of them on. Just so there's nothing based on that stopping you from getting into the dashboard

Make a new launch.ini
Only add Stealth Plugin, if you cannot boot it's your stealth

Make sure you dont have a USB left in the console while you are booting up.

If your console gets stuck on boot, there is only a few causes..

most times plugins are not configured correctly.. the plugins need to be on the root of the hdd in order to properly work.. if you do not have them on the root things will not work the stealth server kindly provides a file called a launch.ini that has all the server/online functions already set. What i mean by already set, is you literally just place all the files normally it will be something like

xbdm.xex
stealth.xex
jrpc2.xex
rpc.xex
launch.ini
server.ini

once you put them on your console, the launch.ini automatically configures your dashlaunch meaning you do not have to do anything more then simply put the files on the hdd n shut down remove usb, reboot. (in some cases you will have to be connected to your network for some servers to boot) so to do that test connection to your network on the console, do not try connecting to xbox live. you simply want to enter your wifi password then test then cancel the network test. once you do that you will have successfully configured the xbox to read your network.

once you have successful connection to network, shut down the console and you should have absolutely 0 issues. if problems occur then files are not in the correct location, or a usb is plugged in while you are booting or the plugin files are no longer working properly. (servers, tool plugins, mod menu plugins can go down so sometimes that could very well be the issue)

the fix for that would be to bypass plugins, clear what plugin you suspect of being faulty, save then reboot.
