If the no plugin INI I gave you is not working then it does not seem to be a plugin issue and more-so a console issue. Are you putting the file on a USB, plugging it into the console, and then rebooting?

I havent tried the launch.ini because the console wont go on the dashboard. I cant use neighborhood because i havent connected it yet

Put the launch.ini file from the download I linked like 739471298912912 years ago and then plug the USB into the console and attempt to boot the console.

Look up some offline files. Then if it says to set it as a specific plugin. If it doesn't, I usually set it to plugin 3
