the server wont have anything to do with it make sure your plugins are in the right order and you have no bad files that can be interfering with it

Nothing wrong with the plugins so everyone needs to stop telling him they're wrong. Although, I've had this error and I just got fresh plugins and that worked

As said above a likely reason could be the framework just needs updating

Make sure your RGH and PC have the same IP address, otherwise they won't connect. I've done that before without realising I had a vpn on that wasn't connected to my rgh and nothing worked

Are you able to sign into Xbox live atleast?

Nope that doesn't matter. Maybe try editing the xbdm and adding the plugins that way, or replace them. Not sure what else to suggest other than that

Edit ^

If your pc and Xbox have the same IP and are on the same network then it shouldn't matter

this is kinda out of the blue, but I was messing with my PC one night and messed something up and all of a sudden I couldn't connect to tools either but everything else worked, so I reinstalled Windows and that fixed the issue. Note that I did a fresh reinstall so I lost all files, but maybe try restoring to a date where tool connecting did work? Not sure what else man
