Gotta agree with this, call your ISP and ask them to help you change it, the only way they can get your new IP is if you are in current contact with them. Your ISP will be able to see where the packets are coming from. VPNS actually do work as well.

VPN an ip change is ur best bet but the thing here a ISP wont be able to track who it is because the user isnt using there home internet to dos u instead there probably using a VPS or a webstresser which in that case all the packets would lead to sites an not a person so there really isnt a way to find out who
