If you want to do actual editing, with 4k video, motion tracking, color grading, etc. You are better off building a pc for that.
If you are just splitting clips and adding occasional overlays then you can use a laptop.

I'm just going from experience. I own the high-end 2015 Macbook Pro and there are times when the computing power isn't enough.
