Murder.

1) The person is clearly left-handed. The lamp is placed to the right side which is again a common tendency for a left-handed person. She is even holding a half burnt cigarette in her left hand so she obviously didn't shoot herself.
2) Basic human behaviour suggests that we tend to finish all our work before committing suicide. So she would have finished her cigarette first before having to kill herself.
3) She's holding the gun the opposite direction where the blood splatter is at. The point of impact and the blood splatter speak otherwise.
4) When you commit suicide by gun your body releases all tension, meaning the gun would not be in their hand.
5) The light is unplugged, and you can see (what seems like) the night sky in the window. How could the person write a suicide note in the dark?

Gun in her right hand and blood on the wall to her left. She shot herself in the right side of her head.

She has a cigarette in her left hand so if she was trying to defend herself she probably would have dropped it.
If she had time to get a gun she would have also had time to get off the stool rather than sitting on it when she was shot making it fall over. If she was waiting for someone to come for her then she wouldn't be barefoot in case she had to run.

Pretty obviously a suicide to me.

Not necessarily. The ash tray is on the left but look at the way the pen and paper are angled, looks to me like how a right handed person would write, and like you said, the lamp is unplugged so it's not really a factor.
Just because the lamp is off doesn't mean there isn't a light on.

I think she's ambidextrous enough to smoke a cigarette with her left hand, write her note with her right hand, turn on the stool to face away from the desk, take a nice long drag of the cigarette and shoot herself in the head with her right hand, making the blood hit the wall to her left.

She was smoking a cigarette so it wasn't a suicide. If she was committing suicide, you probably would have finished smoking first

Well the pen or pencil is laying on the left side of the paper and with the writing point facing the right, so I would assume the person is left handed and the paper is faced in a way as if the person was writing with their left hand?

How about this.. No matter what is in the picture, there is absolutely no way to know or to have an exact answer without proper forensic examination!

So we have a note, a single gunshot wound to the head, a gun in the person's right hand with the blood splatter on the left if they were facing away from the desk when they did it - which explains why she fell the way she did - heavy smoking judging by the ash tray, a can of what could very well be alcohol, barefoot in comfortable clothing, a stool tipped over meaning she was sat down when she was shot, and again, a note.

You don't have to finish every cigarette you start smoking and if someone was coming to kill you would you be sat there smoking a cigarette with your gun in your [apparently] weaker hand with your back to a window which can clearly be seen through from outside?

If the person coming to kill her had enough skill to hit her in the head before she even had a chance to drop her cigarette and put her gun into her dominant hand then they could have just shot her through the window, or she wouldn't be sat by the window for fear that they would.

Well the pen or pencil is laying on the left side of the paper and with the writing point facing the right, so I would assume the person is left handed and the paper is faced in a way as if the person was writing with their left hand?

Imagine a piece of paper on your desk in front of you at that angle. Imagine writing on it with your left hand.
It's just unnecessarily awkward and yes, the pen is facing towards the left side of the paper. If you have a pen in front of you and are right handed you probably put your pen down in exactly the same way, over and away from your hand so it's facing the same direction that you were writing.
