re-install Neighborhood, my buddy had the exact same issue, after installing Neighborhood again, he received additional files in a folder called ( Jtag ) which I do not have personally, but you might have the same problem he had.

your problem is most likely missing Neighborhood files, simply reinstalling it will resolve your issue at least I'm hoping this is it because if not, I don't know what it could be.

Even know you can connect to Neighborhood and access your jtag perfectly fine, doesn't mean that it's working 100%

Checked your screenshots, and again exact same error my buddy received.

This may be a stupid question but do you have an active firewall?

Also can you navigate the hdd through neighborhood
