You aren't going to get anything for that price range just saying. £200 is barely enough to get a bare minimal system without a discrete GPU so you wouldn't be achieving that 30-40fps even.

AMD Athlon X4 845 3.5GHz Quad-Core Processor Runs GTA at 30 GPs and it's around £30-£40 the most money I'll spend it's most likely the graphics card something cheap but runs games smooth I'll prob send extra on that like a GeForce gtx 750ti for example

No, it doesn't.

The 750Ti is several years old and would be a mistake to buy.

Case and PSU alone are going to cost you at least £50, RAM is going to be at least £50, that's half of your budget gone already without even considering CPU and GPU, plus on top of that you still need motherboard and storage. Motherboard and storage are another £75 or so. You could maybe get a half decent used GPU for £50-75, and a decent CPU for about £50. So, bare minimum for a system with a discrete GPU, I'd say you need another £100. £200 is just way too tight a budget. Even if you bought all used you'd have a hard time getting anything with a decent GPU in the £250 range.

Total: £249.20

That's the absolute bare minimum I'd be spending. This doesn't include a GPU though. I'd recommend looking at CeX or reddit.com/r/hardwareswapuk and getting a used GPU. You can usually find HD7950/7970's, R9 280(x)'s, and even some 285's well priced. These would all perform better than a GTX 960, so significantly better option than a GTX 750Ti. On the NVidia side, you might be able to get a used GTX 770, GTX 950, or GTX 960. If you're having a tough time finding any of those GPUs for a fair price, you could maybe go for a 270(x), still going to be better than a 750Ti.

For the case, you can get the white version instead if you prefer, or a windowed version. For PSU, you could maybe find a good deal on ;

They sometimes have good offers on PSUs, especially repaired/B Grade units. You might also want to try and buy used RAM, 2x4GB or 1x8GB DDR4 because buying RAM used is a good way to save some money, can be a little risky though since sometimes people try to sell dodgy RAM.

Checking really quickly, I found these;

Not exactly huge savings, but slightly cheaper motherboard and case.
