Is it blinking like it's glitching? Try to remove hard drive and put it back in. Doesn't look like monitor is on to me lol be sure all cables are in.

Booted it with HDD in and out monitor is on lol and not blinking at all

Seems you have bricked it. What's the last thing you've done to it? Or to the files?

just open the tray and see if you can get in to xell
