The R7 1700 is a placeholder for an R5 1600. You could maybe get one of the 4 core Ryzen chips if you wanted to save some money. More Ryzen CPUs will release mid April,worth the wait instead of getting a locked i5 IMO. Add an HDD when you have some more money. You could get a 3GB GTX 1060 if you want to save some money, but it's not a very good card, and the 6GB 1060 already isn't a great choice considering you have a 144Hz 1440p monitor.

After doing some research i have bumped my budget to $1000 USD.
Seems like if i am going to put money into a build might as well make it worth the money.

I'd still suggest waiting for new Ryzen chips, so 1700 as a placeholder for R5 1600 again. If you can't wait 2 weeks or so, an unlocked i5 will be a fine alternative;
