"Under 1 grand" is way too vague.

Things you could do;
Add another 8GB RAM
Add an SSD
Grab an i5-2500k/3570k or i7-2600k/3770k.
Upgrade that case and PSU, both are sub par.
Get an RX 480.

No need for a new motherboard. Your current motherboard is pretty good. A bit old but for 1080p60, an RX 480 paired with an LGA 1155 i5 or i7 will be absolutely fine. This saves you money on new mobo and RAM. Plus you should be able to get an LGA 1155 i5 or i7 cheaper than the modern equivalent. Only issue is that they're a bit old so harder to come by these days, especially new. Plus the ones you do find new are often over priced.

It just gives you the option to overclock. You have a Z77 chipset motherboard anyway. Really no reason not to get an unlocked SKU IMO.

You could get an i5 6700k and an rx 480 itll run most games at 1080p, add some 16gb 2x8 vengeance ddr4 ram, for gaming its good but idk if it will run adobe programs , and fl studio well.

I'd recommend stretching to $800 if you want something half-decent that can run games comfortably.
