It's shitty because it isn't your fault he is clearly in the wrong from what tour saying but in the laws eyes it is almost certainly your fault sorry.

Well the other guy didnt mean too undoubtably, but you have to stay aware, so the law is the law for a reason

Your still at fault. Its your responsibility as a driver to stay far enough behind someone to allow yourself to stop if needed. They might cite the other guy a ticket for his driving but your insurance company is going to pay for his car. Your most likely going to have an increased premium each month from now on.
