CPU clock speed is a bit low but other than that your specs are more than OK. Definitely an underlying issue with your hardware or software.

So with these specs i should be able to run GTA V on low settings without getting random drops in FPS? Not sure what the issue could be, this computer is barely a year old....

Well yeah, there's your answer. If the CPU is hitting 100%, it's what is holding you back. You shouldn't have to turn the settings all the way down though.
