Steam Download Speed Drops Problem

When I first start a download/update on steam it is stable good download speed around 8MB-9MB per second then it starts dropping and then drops to 0 bytes/s.
I tried changing my location and it didn't work. I also tried turning off network sharing and that also didn't work.
Has anybody else had this problem and know how to fix?
