At the moment my site is run on enjin servers but i there are a lot of problems with the admin panel that is a continues pain for my site. is there any other website programming sites that will allow me to recreate my site but with better admin restrictions.

the main points of my website are.

website chat
forums
google sheets
able to give users certain tags (so they can been seen to be on a certain team.)
admin panel.

this is how my site looks at the moment. Apart from the visuals (of course) the admin panel is the only problem as all admins are able to ban users which is what i dont want. we want certain admins to have certain restrictions.
