Would either of these fun the specific games at 60fps+ on high settings?

Highly unlikely. The CPU & GPU aren't the best.

You could probs run it at like 60fps on medium or low.

Csgo yes, h1z1 no. H1Z1 is a cpu intensive game.

This will give you 100+ FPS on h1z1 medium-high settings
