To be quite honest i haven't come across this once. Probably due to i don't spend much time in the forums anymore? i don't know. But i can see where you guys are coming from. Especially if it is "every post". But maybe OP prefers to type like that? Or think it looks cool or just likes the CAPS button?

Programmers type like this a lot. So it's understandable if he is a programmer. Even if he isnt, it still looks cleaner

Cleaner? I think capitalizing like that make it look less clean. Everything capilized right looks best to me

I don't think it makes it look clean at all. Like everyone else said it looks okay in a title but when you go out of your way to capitalize every word and put a comma before every punctuation. I don't think it looks clean it just looks awful.
The capitalizing every letter bothers me but it definitely bothers me more when he does this ,!
