so i have a i5 6600k and 750ti i avg 160-280 sometimes it drops to 160.
why does it do this?

You should have a decently higher fps than your monitors refresh rate because csgo has input lag. Its been known to happen to a lot of people. With that said, if your running a 60hz monitor, 120 fps is just fine. I myself have a 144hz monitor and prefer to have atleast 200.

CSGO uses much more of your CPU, and for that reason, i you have a bad GPU, and play on high video settings, your FPS will be much lower, but I see that you have a i7, running lower video settings will allow the game to focus on your CPU and help with frame rate.

ya i have a 144hz moniter and i run 180-320 sometimes i drop to 150
