What does it do and is my pc good enough for it,

Intel I7-4 core at 2.40 gz
Intel 5500 Graphics

fps_max 0 puts the max fps that the game will run at 0. Basically allowing the game run without limitations. Also, for your pc I'd say that it would run the game just fine. Just look at the system requirements of the game and see if yours matched.
