When I turn the pc on it says can not boot from device how do I fix it

You need an operating system.

get a disk or bootable image and insert into the machine and install.

But when I put my os disk in it won't let me use my keyboard and mouse so I can't install it

Sounds like a separate problem,

what USB ports are you using for the KB and Mouse? Front ones?

If so try using the back ones.

and make sure your front panel connectors are all connected up properly (see your motherboard manual)

Well at least the keyboard issue is fixed..

Try using a different monitor to load into the BIOS.

Sounds weird but i had the same problem a few years back and required me to use a different monitor with a different res.

You don't really need the bios either tbh, just find out what shortkey loads up the boot menu, you don't even need to set the boot priority.

Do you have a PS2 keyboard/mouse laying around?

Try moving the USB slots around.
