Actually it does. Its been confirmed by multiple people that older modded accounts still transfer. Still doesn't mean anything yet though

Well that may be true in some cases but with my old mod account that hasn't been used since GTA was released on PS4 won't transfer.

It may just be random then, in which case would indicate server issues in my opinion which is what we're all hoping for

I don't think it has to do with modding either. Tested it, could not transfer to next gen, meanwhile I signed in on last gen and checked GTA and had no ban. If they can tell it is modded and they were stopping you from the transfer to next gen, I'd assume a ban would be associated with it on old platform as well.

Haven't tried non modded account, but if you check rockstars twitter it's being lit up like hell by reports of the same issue and I'll also assume that most of them are not trying to transfer modded accounts. The only thing that worries me is rockstar not saying too much about it, all automated responses (that I have seen)

If anyone has a retail and next gen console if they could just make a new account on a retail, use it a little, try to transfer and if it still fails then contact support and see if they still give the same response about it violating TOS. This would answer a lot of questions. I'm looking through rockstar supports twitter right now and I'll be honest, most of them are obviously using modded accounts, especially using names that include "Modz" and "hack or hacker"

Quite a few people on other forums are suggesting, however unlikely it would be because its a lot of work, but that they may be flagging new accounts and forcing you to submit a ticket then reviewing your account manually to see if it is legit
