the only things i need to upgrade are my GPU and my CPU,
Current GPU: NVIDIA GeForce GT 730
Current CPU: AMD FX-4300 Quad Core
GPU To Be: EVGA GeForce GTX 960 2gb
CPU To Be: i3 4160 3.60 Ghz 2 Core
Those combined are about $300, if there is anything better that I can get that is also combined $300 will you please link me them?

First of all, GTX 960 sucks. That would be a terrible upgrade. Also, it makes almost no sense to go with Haswell instead of Skylake IMO.
Regardless, this upgrade would not be possible. You need a new motherboard if you want to switch from AM3+ to LGA1150.
