Can you install mod menus on a 3.55 jailbroke ps3 without needing a computer and usb? Such as installing it directly on ps3 via built in Web browser or maybe by using a cell phone? (Specifically a Samsung Galaxy Grand Prime, MetroPCS phone service.)

You need a computer. You can load a menu through a USB or FTP Server!
