Steam download speed low

I have a good router NETGEAR.
My current download speed on Steam is around 50kb to 300kb (Rare to even get 230)
Long ago 2015 around December i had 500kb to 800kb which is still low but better.
So when i get on steam for example a 30mb Unturned update takes 10 minutes and no matter how long it takes even 2mb the internet will go out and be really slow on any other device so Steam sucks up all the internet and still downloads slow.
Yes ive tried Ethernet cable.
My router is no where near a microwave (Someone said that could be problem?)
Ive tried unplugging it out 10 minutes even 1 hour when i left one day.
Ive reset it were i had to call a place and get it re passwored and stuff
Nothing is working for me.
There is also i website called speedtest and my Download was 2mb on there but i have 50kb-300kb??
My steam download area is Columbas and i live in Kentucky idk what download region to change it to to help if it even would.
So if you can find a way to help my download speed please tell me

Do you receive a higher download speed in things like Origin or other programs
2Mb down is not a huge amount in the first place

No my speed is same in every thing Browsers and on xbox.
I just need better than 50kb to 300kb 2mb is just fine for me .

That's just what steam does.........
It lowers your download speed so it doesn't use it all so you can actually do stuff that uses Internet
Also other devices are probably using up your Internet as well but it's normal to have slow download speed on steam
