Im currently on iOS 8.4 with my phone jailbroken but I would like to update it to the latest iOS possible that has a jailbreak available. What is the latest iOS with a jailbreak?

You cannot update to anything newer. All newer jailbreakable iOS's are no longer signed by apple therefore you cannot update to them.
