I turned on my pc around and hour ago and it came up with an error saying "a disk read error occurred" with the option saying ctrl alt delete to restart but it still says it, I have looked online for along time and I have tried all the solutions but nothing wored such as leating the hard drive or cables out for 20 min and setting the boot sequence, I have also looked in the BIOS and saw that my pc recognises that the hard drive is plugged in but it's not booting without that message, as I can't use my PC I am using my phone to find a solution and come here for help.

Might be an issue with your MBR.
I would try taking the disk out and connecting it to another computer. Run a scan on it with data lifeguard and do a chkdsk.

Failing that just recover data off it in chunks, dont do one big cut and past, you dont want to overload a failing disk.
Can you hear any clicks or strange noises from the disk?

No, I want to wipe the hard drive so it just has windown 7 on it, I don't care about my files, just want it to turn on and be windows, that's it

Have you got the media that came with the pc? use that to factory reset the pc.
If not then just make a bootable usb with rufus and do a fresh install.
