so im new to pc gaming im not a hard core pc gamer and my friend gave me a old desktop of his which is pre built but i would like to upgrade it to at lest play at 30fps on most games here are the specs
Processor 4th Generation Core i3
(RAM)8 gigabytes
Graphics Geforce GT 610 1gb DDR3
PSU 350W
ive recently got 200$ and was look to upgrade so what could i do to this pc with 200$ to make it better i understand its not going to run games @ 1280 60fps

What exact case do you have? It may only use SFX power supplies in which case you would want to either get a new case or have to shell out on a more expensive SFX unit.
If you have a regular ATX PSU, if you can do a rebate on the GPU then it will be just over $200;
