I would like to know how to solve it not just the answer. I have been watching videos and have been stuck forever. Any help is appreciated.

1.Multiply Both sides by 16 to get rid of the Fraction So Y - 7= -304
2.Add 7 to both sides to make it Y=-297
comment if you need explanation

Not a good idea because it won't always be multiple choice and you should know the right way to do it

This is how you would do it the correct way. Plugging in isn't always the smartest thing to do but if you are desperate plugging in works.

I just substituted all the possible answers in for y and then used a calculator. Make sure you use BEDMAS though just incase because something could go wrong possibly.

For example: 300 - 7 = ans
ans / 16 = 18.31 That answer would be wrong

(-297) - 7 = -304
(-304 / 16 = -19 That answer would be correct!

If you are not allowed to use a calculator then I would follow the steps that gunnark2000 did.

B:Brackets
E:Exponents
D:Division
M:Multiply
A:Addition
S:Subtraction

Hopefully this helped you!

I would say that substituting y for the different answers is okay because it is a lot easier and fast in this problem but it is always good to learn how algebra works and how to rearrange a formula or question.
