Thought of this whilst playing Destiny
Every hour there is a bell which strikes the amount of times for the next hour.
Which is struck by workers.
The bell is tinted gold with rust.
One day at 10pm at night, the bell fell loose of its chain and fell.
Every part of the bell was shattered when coming in contact with the flat surface.
That night there was a storm, which lasted for roughly 4 hours.
In which the town called everyone off work for 1day.
The worker who hits the bell came to work two days later, to find that the bell has disappeared completely.
He was in shock.
What happened to the bell?
EDIT: Forgot to add, the bell is made out of a cheap aluminum.
Winner can get some sort of prize, be careful this is a hard one I guess. Well medium for me but I don't think many will get this.

The wind from the storm blew the shattered pieces of bell away
EDIT: So after relooking at the riddle, we do not know what the flat surface is, therefore it could have fallen anywhere, that then means if the town was next to an ocean then the bell could have fallen into the ocean and due to high waves could have taken the bell elsewhere in the world. Also i cant understand the first sentence of this riddle, could you explain it more, does the bell strike 10 times at 9 o'clock? for example.
