So I'm to the part of defend the USS constitution and killed all the scavengers. It tells me to go into the ship but I can't find any more scavengers. When I go to the deck of the ship it tells me to go back down!! I'm so confused help!

Walk through the ship, there is usually a guy some where in the ship or in the building outside.
