how do increase the desktop performance for windows and gaming graphics performance,

That would normally be done by upgrading hardware to something more powerful than what you currently have. In the case of graphical performance that would mean upgrading the GPU and possibly the CPU.

Graphics card, upgrade RAM or processor upgrade would be the best.
As far as free solutions, I don't believe there are many.

checking up to date drivers, background processes , software/hardware installed, whats being run at the moment , lots of factors but your question is a rather "Open" and vague one at that
