So if I were to buy a pre made account Can I link it to my account and transfer it to my account

I didn't really understand the question fully, but I'm guessing you're trying to move the GTA player data from that account to yours so you can have a lot of money without the need of allowing another person to recover your account? If so, player data stored on R* servers cannot be migrated between profiles. You would need to allow a trusted member to recover your main profile and do it from there.
