I've tried disabling Spoofer, Super Fetch and Windows Search. They work but a few minutes later it's back to 100%. Right now the computer is unusable. Takes 5-10 minutes to click things and load. I don't know what to do. Tried updating to Windows 10 but it just won't load now, it downloaded but that's as far as it got. I've tried to get into safe mode, that just doesn't work. I tried refreshing but it stayed at 5% for 2 hours so I gave up.

What is the specification of the system you are using, especially the storage drive?

Along with what Buxty said, try testing the HDD for failure. On another PC or a friends PC, download and burn a Seatools ISO. Then on your PC boot to the disk and run a "Long test" this should test your HDD to see if hard drive failure is the cause.

In task manager check and let us know whats using so much CPU.

Disable BITS service, see if that helps.
