If you have a dynamic IP (I think it's dynamic) just turn your router off for about 5-10 minutes once you turn it back on you should be good

Then you must have a static IP, call you ISP and tell them about your problem and I'm sure they will help you out. I don't think getting IPs is illegal just the things you do with it are

I don't know if this would work. but you could try finding the IP, gateway and subnet addresses on your computer and then use those on the Xbox, though you would be unable to use the computer while using the Xbox.

If you have a skype address with the same email as your xbox account it is a lot easier for them to get hold of your ip i would recommend what tbe other are saying by calling your service provider. If you know the guys xbox account or email address you could use that to try and get him banned but end of the day the gy is probably ddos attacking you behind proxys meaning it would be hard to find out whos doing it.
